Hector Ruiz | Biography
As the General Manager of Trabuco Canyon Water District (TCWD), Hector Ruiz is responsible for ensuring the delivery of water, wastewater, and recycled water service to its customers. Hector’s responsibility includes day-to-day operation of the district, including customer service, administrative and financial services, engineering, field operations, and compliance with various regulatory agencies. Hector is responsible for leading and staffing the organization and reports directly to TCWD’s elected Board of Directors.
TCWD’s Board of Directors appointed Hector as the General Manager on January 1, 2013. Prior to serving as General Manager, he served as the District Engineer since 2005. In that role he worked to engineer and construct various projects, coordinated various operational improvements with TCWD’s operations and maintenance staff, and worked with TCWD’s customers to provide water, wastewater, and recycled water services.
Prior to joining TCWD, Hector worked for over eighteen years at CH2MHill, an internationally-known engineering firm. There he designed, constructed, and operated water and wastewater facilities and infrastructure. Throughout his time at CH2MHill, Hector was a student intern, entry-level staff engineer, project manager, and eventually found himself overseeing the staffing, management, and business development of various water and wastewater projects throughout the Southwest Region of the United States.
Hector is a registered California Civil Engineer with a B.S. in Civil Engineering from Cal Poly Pomona and a M.S. in Environmental Engineering from Stanford University.
