2006 has been a busy year for Trabuco Canyon Water District's Board members and staff. We’re proud of our accomplishments, large and small, on behalf of our customers. Our year in review -
- Restructured water rates, including zone and area rates, the agricultural rate, domestic irrigation rate, and reclaimed and recycled rates to reflect increased electrical rates, operational/maintenance costs and variable costs. In addition, the Board approved the Conservation Encouragement Rate Program (CERP) to be effective January 1, 2007. The CERP is a tiered rate structure which reflects the structure of neighboring districts and the new state-wide industry standard.
- Approved phases of the Dry Season Water Recovery Project to avoid supplementing reclaimed water with domestic water during dry weather. The District has partnered with Santa Margarita Water District (SMWD), the National Audubon Society, the Dove Canyon Golf Course, homeowner associations, and the County of Orange in this project which will bring a long-term benefit to the area. The project will also assist the City of RSM in complying with the National Pollution Discharge Elimination Systems requirements. The District will share the recovered water with SMWD.
- Prepared and distributed the 2005 Consumer Confidence Report to customers. TCWD’s water continues to meet or exceed all mandates for the highest quality of water.
- Sponsored the Future Scientists and Engineers of America Club at Robinson Elementary School. TCWD, a major supporter of the program, is pleased to contribute to benefit the children.
- Continued implementing energy conservation methods to lower costs by changing to higher efficiency pumps and continued electrical time-of-use for the water and wastewater systems.
- Revised the Boardroom Use Policy to include renting the Administrative Facility to groups and individuals for a wide variety of functions.
- Actively supported the “no charge” use of the District’s Boardroom for non-profit organizations within the community.
- Efficiently managed Dove Lake, using lake water to supplement the reclaimed water system.
- Continued working with the State and consultants regarding the Rose Canyon Groundwater Treatment System.
- Entered into the Dove Dam Facilities and Operations Agreement with Dove Canyon Master Association, making the District the Operator of Record of the dam.
- Recognized former Director Corinne Loskot for her 12 years of outstanding service and exemplary leadership.
- District staff completed 65% of the transformation of the landscape to California Friendly Landscaping at the Administrative Facility. Key features of the project include native plantings, a dry stream bed, a decomposed granite walkway, and a fountain area. The demonstration landscaping will be of an educational nature to assist customers in changing their landscaping. The project is significantly under budget.
- Distributed TCWD’s delicious bottled well water to many non-profit organizations throughout the year.
- Continued with the expansion of the reclaimed/recycled water distribution system, resulting in savings to customers and better recycled water management for TCWD.
- Continued with improvements to and rehabilitation of the water and wastewater systems and facilities.
- Annual programs completed by Operational personnel included: Backflow prevention; fire hydrant flushing; sewer line cleaning; and valve exercising.
- Adopted the 2006/07 general fund operating and maintenance budget and approved budgets for Assessment and Community Facilities Districts with minor increases in special taxes to meet the current debt service.
- Received a “clean slate” for the independent audit of the financial statements for the period ended June 30, 2006.
- Worked with developers and consulting firms on a number of current and future developments.
- Hosted the monthly meetings of the Community Associations of Rancho.
- Installed a computer network system to increase efficiency.
TCWD anticipates a busy and exciting 2007 as we complete past and on-going projects and move on to new ones. We look forward to continuing to serve you in the year to come.
The District offices will be closed on December 25 and 26, 2006 and January 1, 2007 for the holidays. Our regular office hours are 7:00 a.m. to 4:00 p.m., Monday through Friday.
The Regular Board Meeting is held on the third Wednesday of each month at 7:00 p.m. at the District Office located at 32003 Dove Canyon Drive, Trabuco Canyon. The public is encouraged to attend.
It has been a pleasure serving the residents of Trabuco Canyon during 2006. TCWD'S Board and staff wish you and yours a joyous holiday season and prosperous New Year.
- November 15, 2006 – Approved an Agreement for California Environmental Quality Act documents relating to the Rose Canyon Groundwater Treatment System Project.
- Approved change orders for the Dry Season Water Recovery Project (Dove Canyon, Phase I).
- Approved a contract amendment to the California Public Employees’ Retirement System.
