TCWD's Local Pipeline Project

Trabuco Canyon Water District is beginning an important pipeline project in and around the Robinson ranch and Dove Canyon communities during the months of July and August. This project will be an expansion of the district’s Reclaimed Water System and Dry Season Water Runoff Recovery System.

The project near the Robinson Ranch community will involve the installation of an 8-inch Reclaimed Water Line and a 4-inch Dry Season Water Recovery Line in Robinson ranch Road between Heritage Drive and Plano Trabuco Road. This project is expected to begin on approximately July 12, and completion is expected well before the beginning of the school year at Robinson Elementary School.

The project near the Dove Canyon community will involve the connection of a 6-inch Reclaimed Water Line between the Trabuco Canyon Water District Reclaimed Water System and the Santa Margarita Recycled Water System at the intersection of Plano Trabuco Road and Dove Canyon Drive. This project is expected to begin in late July and bet completed by the end of August.

The construction for both components of this project will attempt to avoid peek traffic hours. Professional traffic control is a component of the pipeline project. It is not anticipated that there will be significant traffic delays during the construction period.

Questions and Answers About This Project

The District previously forwarded an explanatory letter to effected customers. Here are some of the additional questions and answers the District has received.

Q: The project mentions delays. What might this entail?

A: The District has hired a professional traffic construction consultant to design traffic flows in and around the construction areas during the construction process. Construction will avoid peak traffic hours and endeavor to keep one lane open in each direction on Robinson Ranch Road at all times. The only exception to this will be when materials are delivered to the construction site. There may be brief traffic delays from one to three minutes in nature.

Q: Will this involve any interruption of water service to me home?

A: This project is entirely reclaimed- water related. It is not anticipated that there will be any interruption of water service to any homes or irrigation areas that receive domestic water.

Q: Why wasn’t this project construction with the Plano Median Project was done?

A: The Plano Median Project which took place in 2004/05 was a City project, and the City was the lead agency. This District accelerated its Capital Improvement Project at that time to have the City install a reclaimed water line simultaneously with the installation of the Plano Median Project. This was a tremendous cost savings for the District. The Robinson Ranch Reclaimed water Line is the completion of the District’s Capital Improvement Project that was originally scheduled for 2007.

Q: Why was the project scheduled for July and August?

A: The District selected these months because the project occurs very near two schools – Robinson Elemental School and Santa Margarita Catholic High School. July and August are the months with the least activity at these schools.

Of Community Interest

You never really know how a landscape project might be used. Those of you that visited the District’s Open House know that the District included a small wooden bridge as part of the project. It was with pleasure that we allowed local Daisy Troop 710 to use this bridge in the Daisy Bridge Crossing Ceremony wherein these wonderful young girls became Brownies. A photograph of this Bridge Crossing event has been put on display in our Administrative Facility lobby.


The Regular Board Meeting is held on the third Wednesday of each month at 7:00 p.m. at the District Office located at 32003 Dove Canyon Drive, Trabuco Canyon. The public is encouraged to attend.
