Well Facilities Require Additional Treatment Upgrades

Trabuco Canyon Water District (District) has been notified by the State of California, Department of Public Health that there was a treatment requirement violation at the well facilities. This notice applies specifically to the Rose Well and Lang Well owned by the District. As customers of the District, we would like you to know about the circumstance and what the District is doing to correct the situation. This situation does not require you take any action at this time.

What happened?

Currently, the District disinfects all the water pumped from the Rose and Lang Well. On July 23, 2007 the California Department of Public Health (CDPH) notified the District that it needed to filter the water pumped from the Rose Well and Lang Well in addition to disinfecting by March 30, 2010. The District is required to install this filtration because state drinking water regulations require filtration treatment to be provided to well water that is under the influence of surface water. The Rose Well and Lang Well were deemed under the influence of surface water by the CDPH.

What is being done by the District to correct the situation?

At this time, the District is in the process of upgrading the well facilities to include the required filtration treatment. In January 2007, the District submitted to the CDPH an application for funding under the Drinking Water State Revolving Fund (DWSRF) Program to install a filtration system at the Rose Well and Lang Well. In November 2007, the District received a Notice of Acceptance for a DWSRF Loan. The loan will be used to design and construct a filtration system at the Rose Well and Lang Well. The District has already completed CEQA documentation for the proposed improvements. The District has also issued a request for proposals to design the improvements. Construction of the improvements will begin once funding is secured from the State of California and final design plans are completed and approved by the CDPH. It is anticipated that the design of the filtration treatment upgrades will take place from April through August 2008, followed by construction in late 2008 and early 2009.

The CDPH currently permits the District to operate the Rose Well and Lang Well in accordance with the Rose and Lang Wells Operational Protocol, an interim measure designed to provide safeguard against microbiological contaminants. The drinking water served by the District meets all state and federal drinking water standards.

Until the filtration treatment upgrades are installed, you will receive a notice similar to this every three months during the time that the District serves water pumped from the Rose Well and Lang Well. For more information, please contact:
